"A" Is For AutomationA public/private partnership delivers funding to upgrade aging educational facilities with HVAC, security equipment, and building-automation systems. School district leaders in Buffalo, NY, will be the first to say that managing the education of 37,000 students is not an easy task. From decisions on academic curriculum to lunch menus, the district's management affects not only the youth, but also their families and the community.
Faced with aging facilities and a need for enhanced security, the urban school system embarked on a $1.4-billion project in the fall of 2002 to modernize its buildings and equipment, a project that is still in progress. The district tapped into the resources of a program manager and a partnership with Johnson Controls, Milwaukee, to develop a project plan and financing model that would enhance infrastructure efficiencies in 65 schools while addressing deferred maintenance. Delivering education equally to students across all facilities was paramount to the modernization plan for Dr. James Williams, superintendent, and Sue Eager, director of plant operations. A lack of funding had led to deferred maintenance and outdated equipment in some schools, creating a true inequity among the academic environments. Deferred maintenance also had created an opportunity to update vital heating and cooling equipment and lighting, and ensure the standardization of building systems in all schools. |
